Successful cooperation is based on partnership, commitment to well-defined activities, results, and team work. Based on a partnership with Statistics Bulgaria, our project establishes a metadata system as part of ARMSTAT’s SDMX implementation. This project introduces Reference Metadata reporting standards: the EU’s Single Integrated Metadata Structure; and, reporting formats ESMS & ESQRS. Reference Metadata, which describe statistical concepts & methodologies used in data collection & production, are key to ensuring data quality. The system supports quality reporting & dissemination of standardized & harmonized Reference Metadata using SDMX standards for data and metadata exchange.

Implementing these standards in countries can be beneficial to the countries and to the International organizations. This contribution presents what can be the elements of an SDMX implementation project in a country's National Statistical Office.
